Study Tour Activities
The study tour was expected to promote learning and sharing between the LGCSP team and SSAAT on best practices in citizen engagement in local government processes. To this end, the tour was designed to have a combination of seminars as well as practical field experiences and interactions with citizens and beneficiaries of the schemes and audits.
Key activities of the study tour included two days of thematic presentations and exchanges with SSAAT and NIRD on the context of social accountability in India and the organization’s role in facilitating social Audits of government’s social intervention schemes. The discussion also addressed the design, implementation, and outcomes of a range social audits that the organization has conducted over the years. The team was also introduced to the structure of the local government system in India, as well as the socio economic profile of the Telangana State and the communities selected for the team visits. The objective of these sessions was to provide an overview and basis for the social audits that are part of the national employment guarantee program.
The team undertook field visits to some villages and communities in two zonal councils (Block/Mandhal) where SSAAT was undertaking Social Audit of the MGNREGA scheme. The field visits were designed to give the team practical experience of the Social Audit Process. It included observations and interaction with beneficiaries on the benefits of the process as well as discussions with representatives of the Gram Panchayat and Mandel development officers.
